I believe a tax should be applied to junk food. Actually, junk food is cheaper than healthy food, is that normal? I say 'no'. There is no reason that healthy food be reserved to wealthy people, and the lower classes must be content to buy and eat junk, with all the adverse consequences that we all know.
So I think that since governments of all countries love to add taxes, if they want to make something useful, then they should add a tax to junk food. This would have a double advantage, first it might encourage people to buy healthier products, and with the money collected the price of healthy food can be reduce, and monies can be used to finance the health insurance system.
I know this won't prevent many to continue eating fast food and drinking soda, but that would still be a positive step forward.

I don't think taxing junk food will make people eat healthier. This will just hurt the poorest.
As usual, the key is EDUCATION. Educate people to the benefits of eating healthier, that is the solution.
Now will they want to do it, that is another question.

Junk food is already hurting the poorest. This is a vicious circle, you are poor, you buy junk food, you get health problems, you can't afford health cares, etc...
It's unrelated, but I think that schools should offer free breakfast and lunch to kids.
